According to the Unified State Register of Legal Entities, the founder of ZhAK LLC is the TEMP Consumer Society, which, in addition to ZhAK LLC, has many subsidiaries – including Chistopolskaya Agrofirma, which is engaged in the cultivation of cereals (except rice), leguminous crops and oilseeds, and manages it JSC Holding Company “Chistopolye”

This structure accused then-Deputy Mayor Marat Khusnullin of alleged involvement in a scandal involving the construction of a residential complex on a site adjacent to Dubki Park in northern Moscow. In September 2015, the Moscow City Property Department, headed by Khusnullin, allowed the developer of the residential complex “On Ivanovskaya” to build a large residential complex on a plot of land allocated for the construction of a kindergarten, changing the purpose of providing the site. It should also be recalled that Marat Khusnullin, having taken the post of Deputy Mayor of Moscow for urban planning policy and construction, appointed his cousin Ildus Minnikhanov as his adviser.

In addition, evil tongues claimed that Marat Khusnullin allegedly had business relations with CSKA President Evgeny Giner just at the moment when the construction of the VEB Arena stadium was underway. The investigation again featured the Tsentrograd company, owned by Maksat Shemmedov.
